Finding of No Significant Impact (FONSI)
A FONSI is a document prepared under the National Environmental Policy Act (NEPA) that explains why a proposed federal action will not have a significant effect on the human environment. Essentially, it means that the Environmental Assessment (EA) conducted for the project has determined that the impacts are not significant enough to warrant a more detailed Environmental Impact Statement (EIS). The FONSI includes the EA or a summary of it, and it provides the rationale for the decision, ensuring transparency and public involvement in the decision-making process. This helps streamline projects while still maintaining environmental protections.

Environmental Assessment (EA)
The National Environmental Policy Act (NEPA) requires federal agencies to consider the impacts their projects may have on the environment and to integrate the NEPA process with other environmental law compliance. In association with the Federal Highway Administration (FHWA), SCDOT has developed an EA in accordance with NEPA. The EA includes a review of all proposed alternatives and evaluates potential impacts to the natural and human environment. This EA is the culmination of technical studies and reports, interagency coordination, and community outreach and feedback. The EA documents the purpose and need for the project; presents a discussion of the alternatives and the analysis of them; describes the affected environment, assesses of the environmental, transportation, social, and economic impacts; identifies potential community enhancements; and presents a Recommended Preferred Alternative. It also incorporates analysis and feedback from public and agency sources gathered during the various phases of the EA development.
